PACE Equity Funds Local Developments

PACE Equity is a long term, fixed rate, non-recourse private capital source for developers and building owners. We fund elements related to energy efficiency, renewable energy, and resiliency through a public-private partnership authorized by the WA State Legislature in 2020. We are repaid via a special tax assessment that can stay with the property at sale. Through the Washington State Commercial Property Assessed Clean Energy + Resiliency (C-PACER) program, we can provide funding for up to 30% of the capital stack for new construction, replacing more expensive funding, resulting in a lower cost of capital and higher returns. We can also fund up to 100% of the cost of energy efficiency measures that comply with Clean Buildings Act requirements. Since 2014, PACE Equity has funded over 200 PACE projects with a focus on delivering improved return for our clients.

Local PACE Programs

C-PACER funding is available in Clark, King, Pierce, Snohomish, Spokane, Thurston, and Whatcom counties, with more programs in development. Although each county’s program is unique, all programs include resiliency measures such as seismic improvements and fire/flood protection. Seattle’s King County C-PACER program authorizes funding for measures including building electrification, electric vehicle charging, and energy and water efficiency. PACE Equity’s Building Optimization and Energy Engineering Teams expertly manage the process end-to-end, from application to the required energy audit and project evaluation, to close and funding.

Washington State Clean Building Performance Standards

Clean Buildings Performance Standard: Washington enacted HB 1257 in 2019, mandating energy performance standards for government, multifamily, and commercial buildings of a certain size. The goal is to reduce building emissions by 95% by 2050. Buildings must meet specific Energy Use Intensity (EUI) targets based on building type and occupancy. The initial EUI target is set at 15% below the average EUI for the building type, with future targets to come.

Seattle, WA Building Emissions Performance Standards

Building Emissions Performance Standards: Seattle enacted building emissions performance standards in 2023, mandating emissions reductions for public, government, commercial, and multifamily buildings of a certain size. The goal is to reduce building emissions by 27% by 2050. Buildings must meet specific Greenhouse Gas Emissions Intensity (GHGIT) targets, measured in kgCO2e/SF/yr, based on building activity type.
